Because Microsoft fired it's entire QA department. Now """insiders""" test the new builds for free and supply feedback via a half assed upvote system. Only bugs with lots of upvotes get considered for fixes so if a severe issue (like literally deleting fucking user files) only affects a small group of insiders it doesn't get fixed.
Repeat this process for Home users, then Pro users and finally Enterprise users. 6-12 months later you have something almost stable enough to use on a daily basis.
