NLP is very easy with toolkits and cloud engine APIs. what you're saying can be done with pure ML, but doing it requires a lot of speech (text) data collection from both places which is an extremely boring job

Certainly ML is boring to work on, but the results often speak for themselves. At least with textual data you probably won't find yourself manually labeling data. Surely some kind of embedding already exists that would make the developer's life easier.

Absolutely not the case. Without ML you'd still be trying to optimize algorithms based on old ideas of information theory where information is always lost once you apply a filter on your data.
Instead you can perform the statistical equivalent of causal inference, effectively inventing data where there once was none.
