I personally went Kubuntu LTS.
KDE Neon and Kubuntu 118.10 are newer versions of both KDE and Qt.

Haven't used SuSE in years, so no idea if it's better or worse than Youubanto.

Sure, KDE is definitely more like modern Windows. Not gonna argue with that - Cinnamon is more like...XP, I guess, while XFCE goes back to the older stuff. That's beside the point anyway, though. I rec Cinnamon to Windows refugees because it's pretty simple, but still has some room for tweaking and a bit of polish to make first impressions a bit better. I might prefer KDE, but I wouldn't throw it at a total novice because of just how much stuff there is in it.

Budgie is very customizable. I run mine with just a bottom bar. App menu on the lower left, pinned apps in the center, and status/notification/time/etc. on the lower right.

There simply is no better DE than KDE. You can cry about your XFCE minimalismeme or non-extensible, somewhat good-looking but featureless GTK-based DEs all you want. In the end KDE reigns supreme as the best and most advanced DE.

why kde neon over kubuntu?

You add an empty panel, move it to the side and add the Icons-Only Task Manager widget to it.

You can also use Latte Dock.

Neon is basically the showcase distro for everything KDE. It's still ubuntu based so finding applications and looking up workarounds is going to be easier. It's the distro where KDE is most likely going to work the most correctly. KDE has always had a reputation of being buggier than most DEs but everything is fine now. GNOME is just as buggy as KDE nowadays.

is mostly what I would've said. That point about bugginess is legit - Neon was trash at the very beginning, but the team got its shit together and now it's really good.

The only additional thing I'd say is that Neon is light on software, which I like. The last time I used Kubuntu it had a lot of stuff I wasn't going to use, and a lot of redundant software choices. I already know what I'm going to be using for the most part so, along with everything else it does better than Kubuntu, not needing to remove a bunch of stuff is nice.

I hate gnome 3, but hey, it comes in other spins.
