8.1 with classic shell is what I use but 10 is ok (ltsb is all I've used) if you spend time configuring just like with 8 its supposedly ok.

Lately Windows shills on here have been promoting 8.1 with classic shell heavily (no idea why). A lot of regular people here like the idea of 10 LTSC but haven't installed it yet, either because they're afraid of change (LTSB to LTSC isn't that big of a jump) or they're still attempting to use Linux on the desktop (and wasting their time). So depending on the shill (and the amount they're getting paid), you could go with 8.1/classic shell or LTSC.

(Or just download Ubuntu and call it a day)

8 without a doubt.

10 brought some much needed improvements but it also insisted on removing everything and further delving into having a complete mishmash of an OS where some things are "metro" and others are just normal programs. I can hardly find shit on 10 without it redirecting me to some shitty metro version that barely has the functionality you actually want. Also, 8 actually had some pretty handy touchscreen friendly features.
