I usually get to them through the citations sections in Wikipedia articles. That's pretty much the only easy way to find academic papers that you don't have to pay to read.

I use my university's library access, www.sci-hub.tw for journals I can't find and www.libgen.io for books. In fact, sci-hub is actually much easier to use than my university library website because I don't have to click through a bunch of screens, sign in, verify, etc...

don't know what clearance you're talking about. I know 2 or 3 software companies that do defense/aerospace contracts, I just wanted to start reading on things so I get a head start against other that will apply to the same job as me

If all else fails just email the author, they get nothing from having papers behind paywalls, and they want people to read it, so they're more than happy to send it out for free
