Not, it means personal computer. In this case it refers to IBM compatibles, which is where the name is derived. An IBM compatible today is essentially a Windows PC. GNU/Linux on a machine means it is not a PC.

I've actually been calling my GNU+Linux machine a PC for a long time. I even usually say "Windows PC" when talking about Windows to make sure people know there's Windows in it. I often do it the other way too because I don't think people can tell the OS if I don't specify it. Your rule is not practical since there are other people like me out there. The acronym is "personal computer" and that's how I use it. It's my computer. You're going to misunderstand people if you use this rule, unless you only hang around in places that are always 100% Windows users.
