Some ISPs will give you the same (dynamic) IP even if you reset your router as long as you connect within a few days and they haven't re-used the IP. Change the MAC you send if this is the case, you'll get a different IP each time if you give them a different MAC address.

Are you sure it's not just the server? I rarely get to max out my connection, but ie. when downloading from Steam I peak about 51MB/s or 408Mb/s, so pretty close to 420.
Also keep in mind, if you have extremely fast connection and you download to a slow or fragmented HDD you might be simply reaching the limit of your drive.
