Is there a significant performance difference between cl16-16-16-36 3200mhz and cl16-18-18-38 3200mhz on Ryzen? I know that it performs better with high-end b-die ram with lower latency and higher speed modules(cl14 3400mhz etc.) but it's also absurdly expensive, like 220€ for a b-die kit for ryzen, while the r5 2600X is around 200€.

3200MHz CL16 kit is sweet spot for price-performance. B-die is for squeezing every last drop of performance for benchmarks. I have Gskill ripjaws V 16GB kit (3200MHz CL16) and I have it overclocked at 3333MHz on crosshair 6 hero with R5 1600X. No need to get any better than that.

Even when AMD was incompareably ahead of Nvidia, much further ahead of Nvidia than Nvidia is ahead of AMD now, they still only had at most something like 55% graphics marketshare.
They couldn't keep spending so much money on graphics R&D only to have a loss in sales so they focused on spending less on R&D and making more profit in the mainstream range. However, Mr. Wang did say they would return to the high end segment. Just didn't give a date and it seemed implied that midrange is the focus and will always launch first for new arch.
Get an MSI board when it comes to that price range. Gigabyte boards are garbage except their highest end one, and even their highest end one is mediocre. That also seems expensive for an RX580. Why not just get a cheaper XFX?

I'm worried about them being somewhere they aren't supposed to be. When I first did it I thought it was fine until i realized the tab was bent down and was inside of the usb port. Is it okay for it to be pushing against those prongs on the usb or should I just bend it up? The io shield is bulging near that usb port so I think it shouldn't be on those prongs but my io shield also slightly slides so maybe it's just too slid backwards? Does anyone have a pic of the b450m mortar io shield?

Gigabyte B450 boards are trash B450 Bazooka is the best in that price range. If you're getting Ryzen get DDR4 3200 RAM. Get a 500W PSU so you don't have to worry about maxing out your PSU when overclocking.
