No, they just release an iso with a specific DE. Everything else is handled by Ubuntu devs. Lubuntu gets everything at the same time Ubuntu does, the only difference is the default DE.

You couldn't be more wrong. They are separated projects. Xubuntu developers are xfce developers, they just take Ubuntu as base, and try to integrate xfce best they can. So it's not like you install xfce from apt in ubuntu and it becomes Xubuntu.

All that changes is the DE. The DE is an insignificant part of a distro.

whatever distro it the best, all we can know for sure is that it isn't arch
