the CPU will do fine but remember to put a GPU that supports DX11. You will be surprised how little it takes to make games playable.

I seriously fucking hope you're putting a socket 771 Xeon in there, at the very least an X5450. Because you're not playing AAA titles from this year with a dual core. And of course you'll need a decent GPU too. And 8GiB ram would remove a ton of framedips. But apart from that, there's nothing stopping a socket 775 system from playing the latest games on ultra. Streaming them... You'll need a separate capture PC for that.

Are you going for 60fps? Because that's impossible. That CPU might actually hold some games well at 30fps with some tinkering, but don't expect it to be enough to run shit made past 2013 on ultra with decent framerate and with no stuttering.

Looks like a damn nice CPU, socket 775 version of the X5450 it seems. If you can clock it to 4GHz (pretty much all X5450s do, so yours should too) it can be perfectly usable. I had an X5450 clocked to 4.1GHz some years ago and the thing scored ~460 on multicore Cinebench, which would put it on par or above some modern budget offerings.

This, I had to get rid of my old Q6600 setup because GTA V was bottlenecking at the CPU level.

Kek my HD7750 was bottlenecked and that card is a pretty low end 55w card, Q6600 ran great on older games though.
if he had a better motherboard it would be easy as fuck to get 4ghz or more on a xeon, with ddr3 running fast as hell it would be fairly viable

Looks like that board can do 4GHz on a Xeon easily. He could even shove 16GiB ram in there and have a pretty decent machine. I doubt even a GTX1060 or an RX 570 class card would get bottlenecked by that.
