My ISP has some shitty routes to yurop, so occasionally when browsing guru3d and tomshardware.de I'll use torbrowser because it's faster than my ISP's shit routing.
I guess it'd be useful for journalists too.

Something to consider: If the only non-pedo users of Tor were journalists and others with something serious to hide from oppressive governments, then the mere use of Tor would automatically prove that someone is engaging in that activity.

Of course, a government inspector will already see Tor and assume the person is "up to no good" one way or another- but if there is some set of hardcore enthusiasts who use it for their everyday browsing, it provides some level of deniability.

Police are not tards, they just have to get a significant amount of evidence to actually prove you're breaking the law. Downloading and using TOR doesn't prove you are breaking the law, and it's not cost effective to throw extra surveillance at people doing it.

Realistically speaking if you're:

1. Doing ful disk encryption
2. Using TOR safely (e.g. split personalities, no javascript, no CVE's etc)
3. Using tails

You're an absolute pain in the ass to investigate and build a case around, and sure - with enough resources, they could do it, but if you're a joe schmoe nobody, they aren't going to spend tens of thousands or even millions on you. There's easier fish to fry that won't take months of department time and manpower.

And in the end you may not even be doing any crimes, it's just not worth it. 999/1000 times when police deal with someone doing the above they just throw it in the bin and take up the next case.
