actually I take that back, I had two classes that needed them but that's because my degree required that I stake some stats courses and at that point I really just used my computer, the "graphing" functions were never actually called upon

Here there's a choice: Everyone has to buy a calculator and the tests will be changed accordingly, so that they don't make everything trivial. Or no one gets a calculator and the tests are done in a way that would be trivialized by the calculator.
i did theoretical physics at a british university and rarely were we even allowed to use a calculator at all, let alone a graphing one. the ancient casio scientific things are used by basically everyone here between ages 9 and ~22

In university we were only allowed to use dumb calculators in tests, but I really started to appreciate my TI-84's graphing capabilities while doing the homework. It really helped with checking results and shit. A bit like having compiler errors for mathematics.

there are definitely mathematical tasks which are complex enough (or tedious enough) to require a calculator for the sake of brevity without being scaled to a degree that mental calculations aren't a part of the process you're doing, so you've created a false dichotomy here
