By default the consumer needs to have more protection granted to them. If you can actually prove that you're in the right paypal will close the account of the offending customer and prevent them from getting a refund. Even if a person transfers cash to their paypal account from a bank, then tries to charge back that transfer claiming they were defrauded, paypal will fight the bank on your behalf.

This happened to me in 2014. I woke up to a random email saying my account was locked and I had to provide details of my business. I did all of that, then they said they were closing my account and holding my money.
