open it up, check the motherboard model.
It's a BIOS lock, not an OS lock, which means that either A. there is a masterkey as said, or B. you can just take out all the components and buy another cheap shitty motherboard. Else just take out the hard drive and plug it in to an empty pc

Thats a power on password, it's part of the ATA standard. Try removing the hdd/ssd and replacing it with another and see if it boots. The original hdd will forever be bricked though.
