It's not. UHD is 3840x2160 and 4Kdci is 4096x2160.
In a lot of official marketing materials for the new blurays and tvs you'll seem them labeled as UHD 4K ready. It's been misused as a term so much now that it's stuck.

Why is it better? What can 4:3 do better than 16:9, 21:9 (7:3), or 16:10?

My main monitor is a 4:3 crt and I can name a few reasons why I like it more, but it's nothing significant. Just playing devil's advocate.

I kinda miss it, but I miss larger 8:5 2560x1600 even more. I can deal with 16:9 in 40"-45" UHD, but I absolutely abhor the various >=2.3:1 screens that feel more like vertically cropped variants of better 16:9 resolutions.
