Do you even know how stenography works?
It's not like typing normal english, it's a series of chording techniques that record syllables. Saying "it's faster because it's smaller" is true, but they also don't have to record any punctuation, numbers, or otherwise.
And as a result, that doesn't necessarily transfer to standard English WPM, so you can't really argue that 40%'s are faster overall just because they use them in stenography.

I know you want to believe that stenography works that way because it fits your argument, but even when recording numbers stenographers do it with syllables. Stenography is fast because you write with syllables and not with letters, and so no it's not like writing in English. If you don't believe me, go look it up.

You can also use it to program by binding common functions to syllables. The reason why is because it's so expensive to get into. Steno is a completely different animal than normal typing and you can't compare typing speeds using it against those using a normal keyboard. At that point you might as well be arguing that everyone should go pick up a steno machine.

It's not like comparing a car to an electric car, it's like comparing a car to a train, one is very specialized for speed, while the other offers more practicality.
Steno requires a very specific layout, and is inherently very different from normal typing. Comparing dvorak to colemark is one thing, since they still use the same input methods, but steno isn't even close to having a similar input method to standard keyboards, which both speeds it up and limits it's usefulness.
On top of all of that, your argument is inherently flawed because a 40% keyboard is not necessarily a stenographer keyboard.
