Your computer is ruined. Just throw it out and buy a new one.
Windows keeps a count of each past failed boot. As the boot count grows, it will try different things to boot successfully.
Easy thing to try is this.
Power off if currently on. Then, power on. If you are given a choice, boot normally. Do not attempt to repair. If it crashes, just choose boot normally again.
If you haven't tried booting normally 10 times in a row yet, do that. If it still won't boot, take it to an expert.

get ubuntu on a live usb first. you might not like linux, but don't worry, this will be temporary. then, boot in from the live ubuntu environment. note: do NOT install ubuntu. instead, choose "try ubuntu" after you reboot. next, go to the terminal and type "sudo nautilus." from here, you should be able to view your files, including those on C://. grab a medium to store your files on, and plug it into your computer so you can back up your important files. finally, reinstall windows.
don't have another PC? get a peripheral for your phone which allows you to plug in USBs. there are iso burners on the play store which you can use to make your ubuntu live usb.

You could also install Linux, at least if that crashes and shit you usually can reasonably diagnose and fix it. Much harder to do on Windows.
