I've got an 8700, was not able to get graphics working properly (limited resolutions, couldn't even get 1920x1080 IIRC) on Windows 7, so I ended up installing 10.

Locked 8700 is fine. 4.6ghz versus the current 8700k (now competing with 8086k binning) that may be able to hit 4.9 or 5.0ghz isn't that big of a deal. I'd wager higher speed lower latency memory would make just as big, if not bigger difference.

i3-8350k is like 20% faster in single and up to quad core speeds for $100 less than AMD's best offering (ryzen 7 2700k)
