It just sets it at 1500Mhz even without any load with HW acceleration enabled which is still enough to increase temps and start the fans which don't spin otherwise

You've got something fucky going on because I can see in GPU-Z that my clock on my GTX 680 is right down to 324 MHz with Firefox open and doing nothing. Even watching a Twitch stream at 1080p60 it doesn't budge past 324 MHz. You probably have your card set to "performance" mode or whatever aggressively shoots the clocks up for no reason.

dude, i have the same shit problem with chrome, too. my solution is: click on that tool thingy in the upper right in chrome. then select "more tools", then select Task Manager. In there, you will likely find a shit ton of fucking processes connecting to facebook, twitter, googleanalytics, just a ton of super spy-ey useless shit. select them all and then click the End Process button. It will nuke all those faggots and then your browser will be nice and shiny and speedy and the cpu usage will go down.
