In America, "liberal" means socialist (past ~2008). Socialists by definition want centralization of power (specifically to the government as opposed to corporations), but in practice are not particularly bothered by the machinations of corporations who primarily offer services, even if those services are deeply rooted in the core business models of small and medium sized businesses (remember, socialists by definition don't care about small and medium sized businesses)

While I personally always disdain reaching out to regulation as the first line of defense in any situation, oligopolies are not to be tolerated in any circumstance, and I can't think of anything better.
I propose suing companies like PayPal for anticompetitive practices every single time this event happens.
It's a bit of a stretch, because PayPal isn't technically demolishing its direct competitors, however it absolutely is blacklisting small and medium businesses from being able to operate properly.
