Even then, it's Windows anyhow - half or more the programs including Microsoft's own gave themselves the license to botnet data, and even somewhat negating the impact of this is an actual arsepain because even just sandboxing is so very cumbersome.
Basically, forget it. Windows 7 is placebo. If you want privacy, build it on BSD or Linux and go as far as you want [Linux with firejail and known licenses without any botnet clauses only, for example].
