One thing that the command line does is give a consistent frame across all machines, regardless of screen size or resolution. If you KNEW that everyone would be using 80x24(or 25 on DOS) then you can plan your program's UI to the absolute level, while in the case of GUI programs you're constantly seeing a push-and-pull between the UI department and the design department.
