For ultra cheap office machines these things are aimed at, $30 is often the difference between SSD and HDD, or +4GB of memory, or a better monitor, all of which are far more significant UX upgrades than 10% performance.
Also, $20 more gets you Ryzen 2200G with 2x moar coars, so those Pentiums occupy a fairly narrow niche.
Don't forget the better iGPU.
