Get at least 600w PSU.It's great future proofing if you ever upgrade the cpu or gpu.My last recomendations are to get a 240gb ssd at the very least and find a decent cpu to upgrade to.

A GTX 1070 Max Q pulls 115W max.

A 970 with half the performance pulls like 150W.

We're talking about desktop gpus,not mobile graphics cards. Of course the Gtx 1070 max Q takes less power due to the fact that it's made for laptops. And the 970 takes little to no power being a 3-4 year old gpu at this point but being as technology advances quickly,more modern gpus use more power. Buying low-tier is never a good idea. Unless your budget absolutely can't move at all, no matter how long you wait, buying low-tier will only set you up for disappointment.

You're going to be using a piece of shit 1050ti for the next few years, when you could have saved up for a monnth more and use a 1060 for the next few years. Or two months more of saving for a 1070ti.

Also calling it a "starter PC" is absolutely retarded. A PC is PC. You should plan your build and budget for what you want to see your rig do. You're going to blow €500 on a shit build, only to start over and spend another €500 down the line on another? Don't be a retard. That 350w PSU isn't going to carry over to your next build.
