Not a libertarian, but star trek does have a classing system for planets and solar systems which dictates whether to leave them the fuck alone or go say hi. First contact must be done by the planet, not the federation.

Actually, you got it slightly off. The federation do initiate first contact, in the case they discover a new civilisation with warp capabilities. They do this all the time in the delta and gamma quadrants.

The connection to communism is very vague, there is one or two mentions in TNG that since the invention of replicators, resources are no longer scarce (within the Federation) and there is no longer need for money (although this isn't consistent, as there are plenty of mentions of Federation credits throughout TNG and the other series). It makes sense when you think of it, as something like replicators commonly available would indeed eliminate the need for doing labour and trade goods in exchange for money. But it's not really focused a lot on.

However, it really tickled the autism of die-hard capitalists/libertarian-leaning people like Peter Thiel, who think that it's basically communism (putting the means of production on the hands of the workers/people).
