One of my senior programmers has been asking for a 30% raise for the past couple of weeks. How do I politely tell him “no” without firing him? He is really critical to our team and right now we can’t afford to increase our costs

Then maybe you should consider his demands, or strike some sort of deal with him (for example "we can't afford X now, but we can guarantee X after Y time") and slap on some perks like an additional holiday week per year or something.

Have you considered that someone else might be offering him a better paying job and he needs the extra cash but also loves his current job?

How big is your company btw? If you cannot afford a 30% wage increase of a critical developer then it seems like your company is fucked already.
