Don't know about best, but I like Mi Manga Nu.
Mostly because it's easy enough to download a bunch of chapters, then read them when I'm away from wifi.

if youre talking about one that has the manga already availible for you i use mangareader. i use chunky reader for pre downloaded cbz or cbf files of my comics/mangas. im on ios tho. 2018 ipad for $300 bucks is almost worth it just for a manga/comic reader.
