Well, that has its downsides as well. I'm Norwegian, and because education is "free" here, it's pretty much expected for all jobs that you have higher education. Not only that, it's impossible to find developer positions without a master's degree in CS/informatics.
While the upsides to free education is undoubted, it also tends to inflate the value of having a degree. If you don't have one, you're seen as a complete failure by society and getting a job is difficult. I don't know about you, but I don't think it is necessary with a master's degree to punch items in the grocery store.

I've been to both an expensive private 4-year, and a CC.
Half the people I met at CC had been there 5-6 years because they either got trapped in a math hole unable to pass basic algebra and geometry classes, or they just switched majors every other semester when they had a mildly difficult class.
Comparatively, of the people I met at private uni, I was one of only a handful that changed their major or dropped out.
