One side is PCI-E, the other is AGP, and there's probably a PCI-E to AGP or AGP to PCI-E bridge thing in the card, so the chip only need to deal with one of the standards.

On computers numbers are stored in binary, all digits after the first are even since they are powers of 2. n & 1 resolves to nonzero only if there is a one in the first position.
Usually, a nonzero return value equates to true.
