It's rare, but I've seen hardware device drivers consume massive amounts of RAM for seemingly no reason. Make sure ALL your drivers are up to date.

I had the same issue and I found out the fix was to disable something in services.msc but I can't remember which service it was. I think it might have been the DNS client.

It's trying to predict the memory you'll use next and preloading it. It's almost like branch prediction. From what I can tell it's a windows thing, but not a bloat thing.
