If i've got a database storing information in DecimalField in columns can i have another column that adds those numbers up in another one. eg.

Their variables can have different types at any given time, hence 'dynamic'. Is it really that hard to comprehend? Dynamic typing doesn't mean the language has "no types".

If a variable can be inhabited by all values a language can express, it is untyped. This is not difficult to understand unless you have acquired brain damage from """dynamic""" typists.
