The third world has been flooded with cheap android phones, that's hardly news.
It's easier to maintain and secure a phone than a tower or even a laptop, and even a poojeet can do it.
Also, if you have no technology in your home, getting full access to most things you can do on a pc for sub $100 is a nobrainer.
I wouldn't expect that graph to look any other way, it doesn't show any affinity for any sector of the market, just that the cheapest one wins.
