I'd normally recommend Ubuntu, as it's got the best community support for newfriends, but I've really been enjoying Solus OS, specifically the budgie variant. I just love it's UX.

Manjaro Xfce, Xubuntu, and Mint are pretty forgiving to Windows users. I can speak to all three from experience

Gentoo + I3 or DWM.

My non-meme answer would be Debian Unstable (slight preference over Ubuntu, which might have a more newb-friendly community but isn't as good) with the XFCE desktop. Alternatively, Xubuntu will do, too. Don't fall for Mint or Manjaro, they are both inferior shit-tier respins or their parent distros. I personally don't like Fedora and I think it's objectively not a beginner distro.
