Actual B-Die will be able to manage 3200MHz/CL14 speeds+latency no sweat. Do not buy any modules below that rated performance and go expecting B-Die OC performance, whether or not they're marketed as "B-Die" modules.

Get an SSD (minimum 500GB) and see if you can find another 8GB kit of ram to match your current RAM. If your motherboard can, OC that i5. If your cooler is shit, get a better one.
The 970 is a good card provided you're OK with the 3.5GB RAM debacle. But depending on your budget you can get all the stuff I mentioned and an RX 580.

Quad core can still cut it depending on the game. Newer games have actually shown to prefer more cores. Minimum of 6. Even with the 6 cores in the i5-8400 and 8600k/9600k, some games show 100% CPU usage which means frame drops.
Depending on the game, the R9 390 is more than capable but a newer card wouldn't hurt. No higher than a 1070Ti. Or a 1080 (non Ti) I'd the Gap is less than $50

Homework: go look up what the golden ratio is. To answer your question, yes, 27" is decent for 1440p. If you want the pixels to be almost invisible, you have to go smaller than 27" but 27" is probably the most popular size
Depends on whether you're trying for 144FPS. In that case I'd say new platform, but it really depends on the games you play and your monitor. If you're at 1080p you don't really need a much better graphics card for most games

No reason to buy what you don't need If all you want to do is browse 4chinz and stream the latest shitty superhero movie, you'd be better off getting a 200GE (which already has integrated graphics) and a passive cooler, which will be completely silent with the right PSU.
