there is no way, I recently tried to get a P3 up and running, there is basically nothing web-related you can do without SSE unless you use ridiculously obsolete software, also the memory limitations of most motherboards that support P3 processors are ridiculous, the one I have for example will only take up to 128M per slot, and it has just three.
I wish I could make that old piece of shit useful again but it's just too old really. atm it has freebsd with suckless tools and it's just shamefully slow. I also tried to install lubuntu unsuccessfully, the installer just hangs.
now, something with SSE, that could be useful for something.

I gave my old Asus P5Q with a Xeon X5450 to a friend, and he's running it at 4GHz and has since put an RX 470 8GiB in the system. The thing still maxes out everything you throw at it (at 1080p, that is). It's ridiculous what these old Xeons can do.

Go to a pc tech shop and ask if anyone there has any old junk pc they want to get rid of, tell them what you're currently using and that you're willing to pay a few bucks to get their old junk system. You'll probably find something.
Otherwise just get a core2quad off ebay, with a windows 10 key for less than $5.
