The Play store 100% does, and even if they didn't there are apps that you can use with root that export the DRM-locked files to MP3. I use this currently with my Play Music subscription. Safer, easier, and faster than any other method of pirating.

It's DRM-free. The only other way is buying CDs. Bandcamp does offer FLAC and other formats but the artist has to have a Bandcamp in the first place.
