Supposing it is you could just be an ISP that dutifully paints urls and logs requests.
So when you make the request for 14##...webm it's painted and you're logged as a pedophile.
It could of course also be a reverse matching. They've saved the requests you make and then clear your requests list when the jury is in on if it was bad content or not. Something I'm sure the moderation staff of almost any website would gladly share to governments.

I don't think they put you on a list for downloading small amounts of cp in itself. Only if you are sharing and downloading large amounts or obviously have the intent to do so.

Only the uploader would be reported, and the thread deleted or hidden and saved for the authorities. And your computer should be encrytped anyways, so it shouldn't be an issue.

i.4cdn.org is their image CDN that uses Cloudflare to proxy all traffic. Cloudflare then gets to know all paths on a server the user is trying to access and they can log this and sell this data and maintain a persistent identity of the client whenever they access a Cloudflare resource. When fuckloads of the sites you visit proxy all traffic through Cloudflare building a persistent profile and allowing advertisers to make targeted advertisements is extremely fucking easy. Doesn't matter if you use incognito, the IP + browser fingerprint are enough. If you accessed any site where you have any connection to your identity and that site uses Cloudflare you are fucked. Also all this shit applies to the Google APIs this site integrates.
