I have 7Mbs internet, which is terrible. Sometimes I can watch 1080 60fps live streams from Twitch which from what I understand should be impossible. How someone explain to a brainlet how this works?

Twitch literally has something on their website that the bitrate of a 1080p 60fps video is 4.5 to 6mbps

"1080p" only tells you about resolution, and tells you very little about overall video quality. A 1080p video can be compressed to look like absolute garbage and it will consume very little bandwidth.

Fine I'll admit it, I do the same thing if I go away from my desktop for an extended period of time. For example, I'll switch to literally 144p or whatever the lowest setting is on Twitch whenever I go out to eat but don't want to turn off my computer.

variable bitrate. just because video is high resolution doesn't mean it needs to saturate the link. especially if there is not much happenning on the screen.
