Its probably the case that somebody just copied rumor specs and put it on their site, it happens pretty often. Even Videocardz does it, and then other outlets repost it, its a whole vicious cycle.
The thing is though that the rumored clocks and core counts for the CPUs are pretty tame, aside from the turbo, though a single core momentary XFR clock of 5ghz definitely isn't impossible.
A 16 core part moving from 3.4ghz in 14lpp to 3.9ghz in 7nm hpc isn't very shocking.

AMD isn't using off the shelf CPU and GPU dies for the consoles. Each client will have their own accelerators they want added in, they'll each have proprietary IP that will go on die. AMD will have designed a specific die for Sony and one for Microsoft.

The PS4 and Xbone were Sea Islands family GCN when the only cards on the market were Southern Islands. The CPU clusters have features not seen on the consumer market until Beema launched.

AMD isn't just putting a slapped together MCM using generic CPU and GPU dies into the consoles. Semi-custom as a business model always entails some degree of custom design work that precludes the use of totally off the shelf stock components. It is IP blocks that are reused, not already completed dies.
