Are you illiterate? It says setting it to true does nothing alone BUT if you also enable telemetry then this preference (which should be set to false in release version) will make Firefox collect more telemetry.

When turned on, they collect more telemetry if telemetry is on.
When turned off, they collect the normal amount of telemetry is telemetry is turned on
When turned on or off and telemetry is turned off, they don't collect any telemetry and the switch doesn't matter
