The primary issue behind that is buggy firmware in your bios that doesn't report power saving capability of pci devices. Linux correctly doesn't enable power saving on many pci devices that Windows does. You can turn it on, the same is true of iGPU P states, Linux doesn't enable deep states, nor does it adjust pulse width modulation, which Windows does by default.
