I think the important part of the leaks ( competitive clockspeeds, chiplet, many cores, 7nm ) were confirmed: there was space for a third chiplet and it beat 9900k by a little.
The less important part ( exact clockspeeds ) was preliminary even in the fake. They said "coming in mid 2019", just as with the already announced epycs. I think they are either waiting for intel, or the clockspeed-yield factors make ryzen 3rd gen to be late. The 8core demo shows that 7nm and ryzen _can_ reach these speeds, but I think these highly-clocked chips are rare right now.

If ( and only if) you can find a cheap vega deal, that'd be close to ideal ( but check out how well freesync is supported on your stuff ) Check out some benches on 1080p, hardware unboxed did extensive testing. Afaik at about 1080 perf, framerates capped because cpu bottleneck ( on 9900k ). It might help in making your choice.
Even a 1080Ti is better choice for your case than a 2080 IMO.
