I'm about to find out. Barring % of DOA cards most have more than good enough cooling except for single fan/blower fan trash.
Both the 570 and 580 have 4 and 8gb variants. It's worth going with the 8gb version partly for futureproofing, but mainly because when on sale they're cheaper than the 4gb variants of either card. And unless there's some major leap forward in requirements for games, Vram usage will outstrip need for increased power. My 770 is roughly on par with a 1050Ti, but the 2gb of vram is crippling. And we'll be seeing more of this with the inundation of 6 and 8gb vram cards in the market, developers will get lazy with texture optimization because they have more vram to play with.

So I want to upgrade my 970. Been looking at the rx590 but that doesn't seem that much of an upgrade would the next card a bit higher in price and better performance be the 2060 when it comes out?

Nothing's much of an upgrade unless you're going for the 2080. I'd wait for the 1100 cards to come out desu.

You pay out of the ass either way but I feel that a $400 custom build PC is still cheaper than a console in the long run. My cousins have chewed through their new years money every year on $60 games I got for a fraction on PC.

580 is the sweet spot though

Of course there are but nowhere as near as PC sales (see steam summer sales where people go bankrupt for gaymes). The reason consoles are so cheap is because companies sell them AT A LOSS to hook you into their ecosystem. First gen PS4's liverpool GPU with 8GB of GDDR5 alone would have cost around $200 back in 2013 when it was launched.

But when exactly are the 1100 series going to come out. If they were going to come out soon they would've already been announced. I really don't feel like waiting for them to come out in the fall or in a year.

I went for the 2070 for an upgrade from the 970. But you might also try rx vega 64, or a used 1080/1080 ti

idk, a lot 570s can OC to at least 1,400 MHz. They're just binned 580s that didn't make it at 1,400 MHz at the ~1,200mV max and have some dead cores.

If you really want to upgrade and aren't gong full raytardtracing then do something like a 1070Ti vega 56, or a 1080 Ti. It'll be an upgrade but not that drastic. The 970 is still a fine card.
