Never wait for AMD. That 580 does have a lot of bad reviews. You'll probably be fine, most people dont review a card as fine but everyone with a failed card leaves a bad review. But you do get what you pay for. That card has always been cheap so it's not like a flash sale you just noticed. Just check the price history on PCpartpicker I wish amazon and newegg would put a rough number of total cards sold so we could use that to get a better idea of failure rate, but i think they dont want to report that for tax purposes.

Any input on how I can cut this down to ~$700 usd? Yes I know it says the psu and 2600x spire aren't compatible. They assume i'm using a full size ATX psu, and not an sfx to atx bracket.
It's actually for my brother and hes only going to be using a 1080p 60hz monitor. It's itx because he doesn't want anything huge and couldn't care less about windows or rgb. Honestly he just wants to run wow well at 1080p, and maybe branch out from there.
His budget was $700 but I don't want to compromise too much because the goal was a solid 60fps. I might cover the rest because his birthday is on the 20th, but I already got him the peripherals, like the monitor, keyboard, and mouse.
Looks good. Except for the PSU being overpowered. Use the money you've saved from getting a less powerful PSU to buy 2x8 gb ram. 350-400W should be way more than enough.
You could probably get a cheaper motherboard. Replace CPU with R5 2600. A 450W PSU would be fine too. I think that should make it a 700 usd build.

Drop to the normal 2600 I'd clarify what he means by huge, mid towers aren't exactly huge, and using a mid tower you can go with a nice atx with x470 and give him an upgrade path to zen 2 down the road. Also there are nice seasonic modular PSU's for like $30-40

You sure asrock is using a real 6 phase? Their b450 pro 4s are 3 phases with just double the components so they can roleplay as a 6 phase. Also the VRM heatsink on that is pathetic.

One last question about airflow. At orange I got my AIO fans blowing out of the case. At blue and purple I got two intake fans. How should I setup the rest? It's fairly dusty here, so I heard a bit of pressure it good?
I misspoke, my apologies. My intention was to relate the idea that taller coolers do not fit well, even with an SFX PSU installed. I am currently using a Cryorig C7 and I'd estimate I have about an inch and a half of room between the fan and the PSU. The Spire's construction leaves me concerned whether it would fit properly.
I wouldn't be surprised if PBO gave barely any boost at all in the SG13B. It really runs hot, particularly if you have a GPU installed.
You're not going to like it, but look at ITX towers. The thermal performance difference between my SG13B and my Evolv ITX is like night and day.

In my experience, you want something a bit beefier than a 580 for VR, so you'd be considering a 1070/2060.
As far as CPU goes, you'll want 3rd gen ryzen to save some cash.
I am only familiar with ameribucks, but I'd say between $1500-$2000 would get you a really good experience, with $1000-$1200 getting you a "passable" experience.

It's not entirely relevant but I wasn't sure where to ask. My 390 died recently and I've switched over to the integrated on my 4790k, but the clock seems to be fixed at 357MHz, meaning I get low fps in fucking hearthstone. Bios settings and XTU have had no impact on the clock, any help would be appreciated.

It's crazy how much better the card is now with the driver support and the fine tuning and paste mod. But why the hell do they ship them out overvolted and with crappy thermal paste? No wonder reviewers slammed Vega and the power usage meme became true, if you set power target to 150% it sucks up 330W, mine hits peak clocks (1700Mhz core, 1050Mhz HBM2) and stays there while only drawing 225W on average. Stock thermal paste is much worse, hitting throttling temps easily after a few minutes of load, and with the thermal runway it starts to suck up more power than needed. Sasuga AMD.

Most 2600 don't break 4GHz without silly voltages. The good bins all go into 2600x stock.

Don't know if I would bother at all honestly. I just keep my 2600x stock. If you keep it cooled below 60c the boost will do it's job just as well as a manual OC. I'm assuming he has a lower end board that doesn't have proper LLC/offset tuning and will never do very well with manual OC.

This. My 2700x with PBO on, 3200mhz ram c14 gets near 2000 in cinebench. The auto is great with decent cooling.
