I haven't read the bill (I'm not Australian) but critics of the bill have said that it could allow police and security agencies to request IT employees perform certain actions without telling anyone else in the company (even the higher ups). And of course any clients will not be told when their information is requested by police.

The sad thing is that this bill was proposed by Australia's 'small-government' classically liberal party.

They never will. Actually they actively want to not have to learn. Most of them hate thinking or learning, especially about tech stuff, and they have this attitude that they shouldn't have to do it.

A good example is the repeated privacy scandals that Google and Facebook have gotten themselves into. I've had that same pattern you said happen. A few years ago all the normies in my life thought I was a loon for going so far out of my way to switch away from gmail. Now they hear about all this creepy data collection and they're alarmed. Then, of course, they ask me what they should do about it, and I tell them, well, if you don't like it, do what I did and quit using those services. They find this a completely unacceptable answer. Can't they just pass a law or something that says that Google has to stop being creepy? While remaining free and convenient, of course. Can't you nerds just nerd harder and solve this for us, they ask. They refuse to accept that they themselves have to do something if they don't like the way things are, that it can't just be done for them.

Most of them will just swallow their doubts and say "well, I guess it's not *that* bad..." because this enables them to continue not having to do anything.

Every cop (ironically enough) has stories about this - people who commit crimes just to go back to prison, where they're fed, housed, and told what to do.

I have no idea how to fix this problem.
