Did you use the Windows 10 creation tool or w/e they call it? Rufus or similar software never worked for me when I used a Windows.iso but the official shit worked.

reboot the PC, go into BIOS/UEFI, turn of dast startup and switch from UEFI mod to Legacy mode. Seems your mobo can't boot UEFI discs. Also, while you're in there, check if the mobo CAN even boot from USB. If not, go to a friend (you have a frined, right), burn the WIN image on a DVD, plop in, boot from it, install Windows. As one user stated, you probably got a fucked up HDD, after installing run some disc checker software, replace HDD if needed.

This happened to me at work on a fresh install with a pre-configured image.
Mind you I image alot of these quite often with the same image, and this one was just straight up broken on fresh install.

OP you probably need to reinstall again. Or see if you can run sfc /scannow or dism /online /cleanup-image /restorehealth on an elevated command prompt.

Honestly Windows 10 is just so fucking buggy. It's better than 7 in that it fixed alot of shit, but it brought a whole fuckton of bugs that it just negated anything it improved.

The pre-configured images you use suck and are probably not built correctly.

At work I am the person that builds the images and maintains the deployment server and process. Every one of my images installs flawlessly, every time... because they are rebuilt once a month.
