Starting with v3.0, VLC takes 10 seconds to cold start on my PC. v2.2.8 still works fine.

According to the change log experimental decoding support was already added with 3.0.0 (so early 2018).

mpv had av1 decoding and a vulkan renderer before vlc

it literally just works, and if you want to get into the nitty gritty a simple config file is supplied for advanced users, its quite possibly the best of both worlds in terms of working out of the box and having great ability to cater it to your needs
