It works for the most part, I don't have OpenSSL installed, but I remember disabling TSL support for some packages. One of them was ffmpeg, so youtubedl doesn't work with https urls.
There's also a testing overlay for modified ebuilds with libressl support github.com/gentoo/libressl
I havn't had enough time to try it though
