Your ISP is consistent. Going from 10mbps to 100mbps is a 10x increase, even if it's 10MB and 100MB, to the end user it's still 10x faster.

a normal computer in a big case is much cheaper tho. just get some cheap old hardware and sata controller cards

You'll 100% pay for it in power if you're running it 24/7 like me. If you're building a NAS your idle wattage shouldn't be over 20W. I have a pretty beefy server I could just use for file hosting but that runs at around 200W idle.

power is so cheap here that i dont really care. my current setup uses ~60w

If you were transferring via smb to another machine over the internet, this would be your bottleneck. Your internet speed has nothing to do with this, even locally, unless you're transferring to another computer on your local network.
