It can unless you install malware which requires play services. Thankfully, nothing relevant needs it.
Play store doesn't mean play services. You can use Yalp or aptoide to download your shitty proprietary apps.
You can use an alternate push service or just not use shit apps which use google's push services.
Other than captive portal which phones to google (can be removed/denied internet access), no. I've tested my device with Wireshark and it made 0 connections over night when left with WiFi on, so there's definitely no telemetry.
This is correct. Some permissions will even be re-enabled in background without you knowing. And most don't do anything useful or prevent system apps from doing what they want. The system apps are basically running as root/administrator, you as a locked out user can't tell them "no, don't do this". Ticking off permissions on play services is a placebo.
